Submission: Senate Standing Committee on Community Affairs: Inquiry into Aged Care Service Delivery

Friday 22, Aug 2025

The VHA welcomes the opportunity to make a submission to the Senate Standing Committee on Community Affairs’ inquiry into Aged Care Service Delivery. The VHA highlighted sentiments from Victoria’s public healthcare services delivering aged care, following the deferral of the Aged Care Act 2024 (the new Act) to November 1.

The VHA’s submission noted that most services were pleased to have additional time to prepare for the transition to the new Act. However, key concerns remain around workforce pressures, pricing structures, assessment delays and the cost of ICT system changes required by the reforms.

The VHA’s recommendations call for the Commonwealth Government to continue monitoring sector sustainability challenges and workforce impacts, to provide ongoing targeted support to address acute pressures and to partner with peak bodies, such as the VHA, to support the delivery of clear communication on critical issues like pricing for the new Support at Home program. The VHA also commends the Commonwealth Government's recent decision to release more Home Care Packages ahead of 1 November.
