The VHA is developing Health LEADS Victoria, a sector-wide leadership capability framework that defines the attributes and capabilities needed for effective leadership within a public healthcare organisation at all levels.
Health LEADS Victoria will be an adaptation from the existing international best-practice framework, LEADS in a Caring Environment, that is in widespread application across the globe.
It will define and describe what ‘good’ leadership looks like and provide a common language for leadership expectations, development, and performance management.

Together, these insights have informed a leadership capability framework that integrates global evidence with the unique context and needs of Victoria’s public healthcare system.
These consultations will present the framework and seek VHA member feedback to ensure it reflects the realities, priorities, and future needs of Victoria’s public health services. Your input will help shape practical implementation and sector-wide impact. We’ll seek your feedback on planned implementation support including the Victorian Health Leadership Network (VHLNet), Community of Practice sessions and digital resource hub.
